Alvin Gouldner (1962: 205)

QUOTE ・ Gouldner 1962

— Alvin Gouldner (1962: 205)

Sociology and social policy

A social policy is an action of a government that has a direct impact on the welfare of its citizens, but might also be about social control.

Most sociologists would agree that sociology should have an improving society. However, the extent to which governments base their policies on social research is not as simple as it might seem.

There are various factors that may influence policymaking and the extent to which sociology is a part of this process.

The “founding fathers”

1798–1857

August Comte

Saw sociology as a practical subject, that shouldn’t remain in universities but should be applied to wider society. The purpose of sociology is ”to know, in order to predict and control society”.

1858–1917

Emile Durkheim

Saw sociology as proving ways of restoring order and strengthening the integration of society.

1818–1883

Karl Marx

Hoped his work would inspire and direct working-class movements in capitalist societies.

Notice how all of these sociologists, and by extension their ideas, are 100 years outdated.

Giddens: the influence of sociology on social policy

  • Sociology can inform policymakers of viewpoints other than their own.
  • Sociological research can also assess the results of policy initiatives, and provide feedback to agencies.
  • Sociology can also generate self-understanding.
  • This knowledge may lead to the questioning of government policies and the creation of protest groups with alternative non-government initiatives.
E.G. ・ AMNESTY INTERNATIONAL

Amnesty International aims to bring about reform of existing policy:

“To conduct research and generate action to prevent and end grave abuses of human rights and to demand justice for those whose rights have been violated”

— Amnesty International Mission Statement

There are many factors that may affect whether or not sociological research influences social policy.

  • Electoral Popularity. Findings and recommendations might point to a policy that would be unpopular with voters.
  • Ideologies and policy preferences of governments.
  • Interest groups; government lobbying.
  • Globalization. Social policy isn't just made by nation states independently.
  • Critical Sociology. Sociologists who are critical of the state and powerful agencies, such as marxists, may be regarded as too extreme, hostile or impractical and therefore unlikely to influence policy.

Sociological research can influence public opinion, which can affect the policies that governments produce. Also, those with power are able to define what is and what is not a social problem, thus can decide what (if anything) should be done about it.

Sociological Problem?

Any pattern of relationships that calls for an explanation.

Social Problem?

Social behavior that causes public friction or misery, calling for action to solve it.

PART 01

福利(welfare)?
福祉(well-being)?

“Well-being”

DEFINITION

“Well-being” is a positive physical, social and mental state; it is not just the absence of pain, discomfort and incapacity, it requires that basic needs are met, that individuals have a sense of purpose, that they feel able to achieve important personal goals and participate in society.

Welfare ・ Daly (2011)

QUOTE ・ Daly 2011

Welfare

DEFINITION

Welfare: the highest possible access to economic resources, a high level of wellbeing, including the happiness of the citizens, a guaranteed minimum income to avoid living in poverty, and, finally, having the capabilities to ensure the individual a good life.

PART 02

Thomas Hobbes

John Locke

Jean Jacques Rousseau

Adam Smith

John Rawls

(Social Welfare)

DEFINITION ・ Barker 1999

(Barker 1999)。
